Louise Solar Project

Notice Title: Notice of Environmental Assessment Availability, Public Hearings and Comment Period
Notice Description: On February 11-12, 2021, Louise Solar Project, LLC (Applicant) submitted applications to the Minnesota Public Utilities Commission to construct and operate a 50-megawatt (MW) solar energy generating system in Mower County. In order to construct the Louise Solar Project, the Applicant must be granted a certificate of need and a site permit from the Commission. The proposed project area is comprised of approximately 613 acres of agricultural land located in Lodi and Adams Townships in Mower County, of which the final project design is expected to occupy approximately 325 acres. Minnesota Department of Commerce Energy Environmental Review and Analysis issued an environmental assessment on the project on September 27, 2021.
Project Description: In addition to the photovoltaic solar panels mounted on a linear axis tracking system, the proposed project would consist of inverters, step-up transformers, electrical cables and conduits, electrical cabinets, access roads, a 34.5/161- kilovolt (kV) step-up substation with metering and switching gear, security fencing, below-ground or above-ground electrical collection and communication lines, an operation and maintenance facility, parking lot, up to four weather stations, a 161-kV overhead transmission line (under 1,000 feet in length), a supervisory control and data acquisition system, and temporary laydown areas. The project would interconnect at the existing ITC Midwest Adams Substation in the project area. The Commission accepted the certificate of need and site permit applications in May 2021.This means the Applicant submitted all the information required to begin the review process.

The public hearing is an opportunity for the public to ask questions and submit recommendations for the Commission’s consideration in reaching its decision. After the public hearing and comment period, Administrative Law Judge Barbara Case will prepare a report including findings of fact, conclusions of law, and a recommendation for the Commission. The Commission will review all the information in the record, including comments submitted by the public and anticipates final decisions on the applications by spring of 2022.
